I have the honour to transmit to you the enclosed memorial from certain members of the Hong Kong Civil Service
19th July 1899
making a representation on the subject of the inadequacy of the salaries of Public servants at present obtaining in this Colony to meet the increased and increasing cost of living, and praying that a Committee may be appointed to enquire into the subject.
2. I have satisfied myself of the correctness of the facts put forward in the memorial as to increase of cost of living - indeed as regards the wages of servants and cost of clothing I think the case is understated, as the occupation of Manila by the United States has attracted large numbers of servants at high wages, and very materially increased the cost of clothing.
